Google Drive Full But Empty? What Actually Uses Your 15 GB

Google Drive can look empty while the meter still says the account is full. That is not a bug in the file list. The 15 GB is one bucket for Google Drive, Gmail, and Google Photos — not 15 GB each. Deleting Google Drive files does nothing if one of the other two filled the bar.

Why is Google Drive full when My Drive is empty?

Open Storage in Google Drive. Files that use storage would list there. If the list is empty and the number did not go to zero, look at the legend on the bar: Gmail is still on it. The number under Storage is the whole account, not the folder you are staring at.

Where does Google show the split?

Google's own page, one.google.com/storage: fifteen gigabytes, shared across Google Photos, Google Drive, and Gmail. Storage details list all three even when a service is at zero. Phone backups land in Google Photos, and they count.

How do you free the space?

Storage Manager groups cleanup by service, so you stop guessing. Free space there, or pay for a bigger bucket. Do not keep deleting Google Drive files blind.

Is this the same as the download-quota error?

No. “Too many users have viewed or downloaded this file” is a pause on one shared file. That is a different job: make a copy, then download the copy.
